Box 150, Fond du Lac, Wisconsin, until 2 P.M. CST, Thursday, April 30, 2026, at which time Bids will be publicly opened and read aloud in the City Manager\u2019s Conference Room, 4<sup>th<\/sup> Floor of the CCGC. The project quantities include, but are not limited to the following described approximate quantities of work:<\/p>\n<p>Replacement of 223 lead or galvanized service lines, including approximately 9,000\u00a0linear feet of HDPE\u00a0water service installation using trenchless methods on private property, interior plumbing reconnections, sidewalk replacement, turf restoration, and related miscellaneous work.<\/p>\n<p>Complete digital Bidding Documents are available at <a href=\"https:\/\/www.demandstar.com\/app\/agencies\/wisconsin\/city-of-fond-du-lac\/procurement-opportunities\/82966933-96f6-4c62-a49f-63592ede8149\/\">www.demandstar.com<\/a>.<\/p>\n<p>All Bids shall be prepared on the Bid Forms provided in the Specifications and shall remain attached thereto, and shall be addressed to City of Fond du Lac, P.O. Box 150, Fond du Lac, Wisconsin. Bids may not be delivered by facsimile transmission or other telecommunication or electronic means. Each Bid Envelope shall be properly identified on the face thereof \u201cSEALED BID FOR 2026 PRIVATE LEAD SERVICE LINE REPLACEMENT, NO. 2026-052\u201d. No Bid shall be withdrawn for a period of (60) sixty days after the opening of said Bids, without the consent of the Director of Public Works. The City of Fond du Lac may reject any or all Bids on any basis and without disclosure of any reason. The failure to make a disclosure shall not result in accrual of any right, claim or cause of action against the City. The City also reserves the right to waive any formalities or informalities in Bidding, and to select the Bid that, in its opinion, will best serve the interests of the City.<\/p>\n<p>No Bid will be opened unless the &#8220;Bidder&#8217;s Proof of Responsibility&#8221; for 2026 is filed and approved at least (5) five days before the scheduled time for opening of Bids. Reference is made to Section 66.0901(2) and (3) Wisconsin Statutes. The Director of Public Works decision as to qualifications shall be final.<\/p>\n<p>Bidder\u2019s Proof of Responsibility can be obtained from <a href=\"https:\/\/protect.checkpoint.com\/v2\/r01\/___http:\/www.fdl.wi.gov\/administration\/purchasing\/___.YXAzOmNpdHlvZmZvbmRkdWxhYzE6YzpvOmI1NjI0Y2IxMzZhYjE2NjA5Njg4MDBhOTVkNTE0NzAyOjc6ZDgwMjpjOGVmM2I1M2E2NTA4YTM3YWNiZWU1MjEwMDkxZjI3ZGIwNjM4YTRhNTA4YmRlNjE0NjgxYTVkOTU2Y2M4MTAzOnA6VDpG\">www.fdl.wi.gov\/administration\/purchasing\/<\/a>.<\/p>\n<p>Each Bid shall be accompanied by a certified check, or bank draft, payable to the City of Fond du Lac, or satisfactory Bid Bond, in the amount of 5% of the gross Bid as a guarantee that if the Bid is accepted as the successful Bid, such successful Bidder will execute and file the proposed Contract and Performance Bond within ten (10) days after notice of award of Contract.<\/p>\n<p>Any Contract or Contracts to be awarded are expected to be funded with assistance from the Wisconsin Department of Natural Resources Safe Drinking Water Loan Program and is subject to all applicable state and federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including Women\u2019s and Minority-owned businesses, are encouraged to submit Bids for this Project. This Project will be designated as federal equivalency.<\/p>\n<p>Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions. The successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts.<\/p>\n<p>This Project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (\u201cIIJA\u201d), Pub. L. 177-58.
