Community Development Block Grant Program

The primary objective of the Community Development Block Grant (CDBG) program is the development of viable urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities, principally for persons of low and moderate income. Consistent with this primary objective, at least 70 percent of CDBG funds received by the City must be used for activities that benefit persons of low and moderate income.

CONSOLIDATED PLAN summarizes the community's priority needs for economic development, affordable housing, homeless programs and public services, and establishes a strategy to address those needs.

ANNUAL ACTION PLAN outlines the planned activities that are funded with CDBG for that program year.

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) outlines the accomplishments and expenditures for the program year and how much progress was made in meeting the goals and objectives of the Consolidated Plan.

ANALYSIS OF IMPEDIMENTS (AI) is an assessment of how laws, government policies, real estate practices and local conditions affect the location, availability and accessibility of housing. The AI also identifies areas where corrective action might broaden housing options of persons protected by fair housing laws.

CITIZEN PARTICIPATION PLAN outlines the City’s process for developing public involvement and gathering citizen input on how the CDBG funds are allocated among different activities.
