These accounts give employees the benefit of allocating money on a pre-tax basis to reimburse out-of-pocket medical and dependent care expenses. Employees do not need to participate in the City\u2019s health insurance plan in order to participate in the FSA. Also, employees who wish to participate must enroll each plan year as there is no automatic renewal process.<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><a href=\"https:\/\/www.fdl.wi.gov\/hr\/wp-content\/uploads\/sites\/12\/2024\/10\/2025-FSA-Plan-Document.pdf\" class=\"mtli_attachment mtli_pdf\" target=\"_blank\" rel=\"noopener\">2025 FSA Plan Document<\/a><\/li>\n<li><a href=\"https:\/\/www.fdl.wi.gov\/hr\/wp-content\/uploads\/sites\/12\/2024\/10\/2025-FSA-Summary-Plan-Description.pdf\" class=\"mtli_attachment mtli_pdf\" target=\"_blank\" rel=\"noopener\">2025 FSA Summary Plan Description<\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h6><strong><span style=\"font-size: 12pt;\"><u>How it Works<\/u><\/span><\/strong><\/h6>\n<p>Contributions are deducted in equal amounts from each paycheck, pre-tax, throughout the year. Upon enrolling, employees will immediately be able to use their total elected amount to pay for eligible medical expenses but will only be able to use what has been deducted from their paycheck for dependent care expenses. Employees can submit claims for reimbursement online or via mail. A copy of the EOB (Explanation of Benefits) or itemized receipt is necessary to verify expenses and validate reimbursement.<\/p>\n<h6><strong><span style=\"font-size: 12pt;\"><u>Deadlines<\/u><\/span><\/strong><\/h6>\n<p>The FSA is a \u201cuse it or lose it\u201d policy. All claims for reimbursement must be accrued between January 1st of the plan year and March 15th of the following year. All reimbursements must be submitted by June 13th of the following year.<\/p>\n<hr \/>\n<h2><strong>Medical Expenses<\/strong><\/h2>\n<p>Here are some examples of what people can use their FSA money on:<\/p>\n<ul>\n<li><strong>Doctor visits<\/strong> (co-pays, deductibles)<\/li>\n<li><strong>Prescription medications<\/strong><\/li>\n<li><strong>Dental care<\/strong> (cleanings, braces)<\/li>\n<li><strong>Eyeglasses or contact lenses<\/strong><\/li>\n<li><strong>Over-the-counter medications<\/strong> (like pain relievers or allergy meds)<\/li>\n<li><strong>Medical supplies<\/strong> (bandages, crutches)<\/li>\n<li><strong>Therapy sessions<\/strong> (if prescribed)<\/li>\n<\/ul>\n<p>A complete list of eligible expenses to provide some general guidance can be provided. Additional information is available from the IRS website.<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><a href=\"https:\/\/www.irs.gov\/pub\/irs-pdf\/p502.pdf\" class=\"mtli_attachment mtli_pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Qualifying Medical Expenses<\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>The maximum election allowed for medical expenses is determined annually by the IRS.<\/p>\n<hr \/>\n<h2><strong>Dependent Care Expenses<\/strong><\/h2>\n<p>Dependent Care FSA allows you to set aside pre-tax dollars to cover eligible expenses for the care of your dependents while you work. This can include costs for daycare, preschool, after-school programs for a dependent child or elder. By using a Dependent Care FSA, you reduce your taxable income, which can help save money on taxes while covering essential care expenses for your loved ones.<\/p>\n<p><strong>Daycare or Preschool<\/strong>: Costs for licensed daycare centers, nursery schools, and preschools for children under the age of 13.<\/p>\n<p><strong>Before and After-School Programs<\/strong>: Fees for care before or after school hours.<\/p>\n<p><strong>Summer Day Camps<\/strong>: Expenses for day camps that provide care while you work (overnight camps are not eligible).<\/p>\n<p><strong>Elder Care<\/strong>: Care for an elderly parent or dependent who cannot care for themselves while you work, as long as they live with you.<\/p>\n<p>The maximum election allowed for dependent care expenses is determined annually by the IRS.<\/p>\n<\/div><div class=\"fusion-sep-clear\"><\/div><div class=\"fusion-separator fusion-full-width-sep\" style=\"margin-left: auto;margin-right: auto;width:100%;\"><div class=\"fusion-separator-border sep-double\" style=\"--awb-height:20px;--awb-amount:20px;border-color:#e0dede;border-top-width:1px;border-bottom-width:1px;\"><\/div><\/div><div class=\"fusion-sep-clear\"><\/div><div class=\"fusion-text fusion-text-2\"><h5 style=\"text-align: right;\"><span style=\"font-size: 12pt;\">Changes to benefits due to a qualifying life event (such as marriage, divorce, birth of child, etc.) must be made\u00a0<strong>within 30 days<\/strong>\u00a0of the event.
