FAQ about Private Lead Service Line (PLSL) Replacement<\/strong><\/span><\/p>\n

  1. Why do lead service lines need to be replaced?<\/strong><\/em> Required per the EPA\u2019s Lead and Copper Rule Improvements https:\/\/www.epa.gov\/ground-water-and-drinking-water\/lead-and-copper-rule-improvements<\/a> and City of Fond du Lac Municipal Ordinance https:\/\/ecode360.com\/36770803#36770803\u00a0<\/a> Requiring Drinking Water Systems across the country to identify and replace lead water pipes within 10 years. In addition, while utilities remove lead pipes under the roads, property owners will be required to replace their lead service line at the cost to the owner per Federal Guidelines.<\/li>\n
  2. \u00a0Is there grant assistance to help property owners, with the cost of this water line replacement? <\/strong><\/em>The City of Fond du Lac Municipal Ordinance is further supported by state legislation (Wisconsin Stat. \u00a7196.372) that allows utilities to offer if available, financial assistance to homeowners for PLSL replacements. Currently the City offers up to $2,000 or 50% of replacement costs.<\/li>\n
  3. Why was my house\/property selected for replacement?<\/strong><\/em> Many factors come into play, but the utility\u2019s main objective is to replace lead water services efficiently while being financially responsible to rate payors, and in a manner that reduces the cost to homeowners. Private Lead Service Line Replacements priority\u00a0 1) is placed on streets with full reconstruction, 2) services that need emergency repair, and 3) private lead service where the public side (under the street) has already been replaces starting in the low to low to moderate income census tracts.<\/li>\n
  4. How do I know if I was selected to replace my private lead service line ? <\/strong><\/em>Property owners will be mailed a packet letting them know of the upcoming construction. Along with information material, packet will let them know the amount of financial assistance the City of Fond du Lac would be helping with this replacement cost.<\/li>\n
  5. What should I expect while my line is being replaced? Will <\/strong>my water be shut off?<\/strong> Do I need to be at my home?<\/strong><\/em>\u00a0 The water will be shut off for a few hours on the day of work. It is recommended that you be available the day of construction. Please clear a path for the contractor to work around the water meter, the contractor will only need access to where the service line comes into the building which would be basement, crawl spaces, utility closest if a basement\/crawl space is not present.<\/li>\n
  6. When would I need to pay the balance owed, not covered by the grant program?<\/strong>\u00a0<\/em>Once the contractor\u00a0 has completed the PLSL replacement, the invoice will be sent to the City of Fond du Lac for payment. At a later date normally September or October property owners will receive an invoice from the City of Fond du Lac for their portion owed. Property Owners can pay the invoice in full, or have the option to utilize the City’s loan program at 2.5% interest to make smaller annual loan payments on the property tax statement. *The property owner has the ability to pay off the loan at any time.<\/li>\n<\/ol>\n
