SEALED BIDS will be received in the office of City Purchasing, City of Fond du Lac, City-County Government Center, 160 South Macy Street, Fond du Lac, Wisconsin, on or before 2:30 p.m., CST, on June 17th, 2024 at which time bids will be publicly opened and read for the following item: Adjunct Seasonal Busing Services. Bids that are submitted on any other form as provided in this Request for Proposals may be considered non-responsive and will be rejected. Specifications and proposal forms may be obtained from the City of Fond du Lac Purchasing Division.
The intent of this bus service is to purchase School Tripper Busing Services as a supplement to the existing fixed route bus system. The school years would be 2024 to 2025, 2025 to 2026, and 2026 to 2027 school years. The buses may be scheduled during approximate 6:30 to 9:30 morning and 2:30 to 5:30 afternoon weekday public school transportation periods. The number of buses could also vary by seasonal ridership demand. Bids shall be based on a “per call-in” basis. A call-in would be approximately between the 6:45 to 8:45 morning and 2:45 to 4:15 afternoon times.
Each bus must be equipped with a quality passenger fare box and a communication radio tuned to the transit system frequency. Service is to be open to the general public and collect a passenger fare en route. The outside contractor must supply all equipment, personnel, liability insurance and be responsible for furnishing a complete satisfactorily operating bus system. The services will be conducted largely within the corporate limits of the City of Fond du Lac.
The outside service provider will be responsible for all Americans with Disabilities Act requirements (including wheelchair lifts on buses), Federal Transit Administration drug and alcohol testing requirements, Disadvantaged Business Enterprise purchasing practice plus all other local, state, and federal rules and regulations including all applicable equal opportunity laws and regulations in addition to all FTA regulations.
The City of Fond du Lac is exempt from all-Federal excise taxes and State of Wisconsin sales taxes. These taxes should not be included in the bid prices.
The City of Fond du Lac reserves the right to accept or reject any or all bids, to waive any informalities in bidding, or to accept any bid deemed advantageous to the City of Fond du Lac.
No bid shall be withdrawn after the opening of bids without the consent of the City.
The City also reserves the right to cancel any agreement if any unforeseen, undesirable, or unexpected conditions or events make it necessary or desirable. The outside service provider understands that such a reduction in level of service shall cause a corresponding reduction in contract price.
The city encourages Disadvantaged Business Enterprises to submit proposals.
