Bid 2024-084: 2025 PRIVATE LEAD SERVICE LINE REPLACEMENT

NOTICE IS HEREBY GIVEN that sealed bids will be received in the City Administrative Office at the City/County Government Center (CCGC), 160 South Macy Street, P.O. Box 150, Fond du Lac, Wisconsin, until 2:00 P.M. CST, Wednesday, December 18th, 2024, at which time bids will be publicly opened and read aloud in the City Manager’s Conference Room, 4th Floor of the CCGC. The project quantities
includes but are not limited to the following described approximate quantities of work:

Replacement of 386 lead or galvanized service lines, including 15,400 linear feet of HDPE water service installation using trenchless methods on private property, interior plumbing reconnections, sidewalk replacement, turf restoration, and related miscellaneous work.

All bids shall be prepared on the bid forms provided in the specifications and shall remain attached thereto, and shall be addressed to City of Fond du Lac, P.O. Box 150, Fond du Lac, Wisconsin. Bids may not be delivered by facsimile transmission or other telecommunication or electronic means. Each bid envelope shall be properly identified on the face thereof “BID FOR 2025 PRIVATE LEAD SERVICE LINE
REPLACEMENT, NO. 2024-084”. No bid shall be withdrawn for a period of (60) sixty days after the opening of said bids, without the consent of the Deputy Procurement Officer. The City of Fond du Lac may reject any or all bids on any basis and without disclosure of any reason. The failure to make a disclosure shall not result in accrual of any right, claim or cause of action against the City. The City also
reserves the right to waive any formalities or informalities in bidding, and to select the bid that, in its opinion, will best serve the interests of the City.

No bid will be opened unless the “Bidder’s Proof of Responsibility” for 2024 is filed and approved at least (5) five days before the scheduled time for opening of bids. Reference is made to Section 66.0901(2) & (3) Wisconsin Statutes. The Director of Public Works decision as to qualifications shall be final.
Bidder’s Proof of Responsibility can be obtained from www.fdl.wi.gov/administration/purchasing/.  Each bid shall be accompanied by a certified check, or bank draft, payable to the City of Fond du Lac, or satisfactory bid bond, in the amount of 5% of the gross bid as a guarantee that if the bid is accepted as the successful bid, such successful bidder will execute and file the proposed contract and performance
bond within ten (10) days after notice of award of contract.

Any Contract or Contracts to be awarded are expected to be funded with assistance from the Wisconsin Department of Natural Resources Safe Drinking Water Loan Program and is subject to all applicable State and Federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including Women’s and Minority-owned businesses, are encouraged to submit bids for this Project. This project will be
designated as federal equivalency.

Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions. The successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts. Bidders shall comply with President’s Executive Order 11246, Equal Employment Opportunity as amended.

This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11,

SCOPE OF WORK
The City of Fond du Lac is seeking proposals from qualified firms experienced in public compensation and classification to provide study, analysis and recommendations regarding the City’s compensation program for all non-represented employees.

All Proposals shall be prepared on the Proposal forms provided in the specifications and shall remain attached thereto, and shall be addressed to City of Fond du Lac, P.O. Box 150, Fond du Lac, Wisconsin. Proposals may not be delivered by facsimile transmission or other telecommunication or electronic means. Each Proposal envelope shall be properly identified on the face thereof “PROPOSAL FOR WAGE STUDY, NO. 2024-081”. SCOPE OF WORK

With this Request for Proposals (RFP) the City of Fond du Lac desires to purchase or otherwise acquire rights to use an Enterprise Resource Planning (ERP) that meets the requirements identified in this RFP. Fond du Lac requires that any proposal for an ERP also include professional services necessary to implement the system.

All proposals shall be prepared on the forms provided in the specifications and shall remain attached thereto, and shall be addressed to City of Fond du Lac, P.O.
