Bid 2024-082: Train Depot Roof

NOTICE IS HEREBY GIVEN that sealed bids will be received in the City Administrative Office at the City/County Government Center (CCGC), 160 South Macy Street, P.O. Box 150, Fond du Lac, Wisconsin, until 2:00P.M. CST, Wednesday, June 19th, 2024 at which time bids will be publicly opened and read aloud in the City Manager’s Conference Room, 4th Floor of the CCGC. The project quantities includes but are not limited to the following described approximate quantities of work:

SCOPE OF WORK
• Complete tear-off and replacement of the roof of the Train Depot, located at 105 S. Brooke St., Fond du Lac, WI 54935.

All bids shall be prepared on the bid forms provided in the specifications and shall remain attached thereto, and shall be addressed to City of Fond du Lac, P.O. Box 150, Fond du Lac, Wisconsin. Bids may not be delivered by facsimile transmission or other telecommunication or electronic means. Each bid envelope shall be properly identified on the face thereof “BID FOR TRAIN DEPOT ROOF, NO. 2024-082”. No bid shall be withdrawn for a period of (60) sixty days after the opening of said bids, without the consent of the Deputy Procurement Officer. The City of Fond du Lac may reject any or all bids on any basis and without disclosure of any reason. The failure to make a disclosure shall not result in accrual of any right, claim or cause of action against the City. The City also reserves the right to waive any formalities or informalities in proposing and to select the bid that, in its opinion, will best serve the interests of the City.

No bid will be opened unless the “Bidder’s Proof of Responsibility” for 2024 is filed and approved at least (5) five days before the scheduled time for opening of bids. Reference is made to Section 66.0901(2) & (3) Wisconsin Statutes. The Director of Public Works decision as to qualifications shall be final.

Bid 2024-035 Shared Ride Taxi Service

The City of Fond du Lac is seeking a three (3) year, July 1, 2024 to June 30, 2027 proposal for a contractor to provide taxi service. The service would only be for eligible individuals in restricted service areas of the City of Fond du Lac and Village of North Fond du Lac in a service called SHARED RIDE TAXI.
SEALED BIDS will be received in the office of City Purchasing, City of Fond du Lac, City-County Government Center, 160 South Macy Street, Fond du Lac, Wisconsin, on or before 2p.m., on June 17th, 2024 at which time bids will be publicly opened and read for the following item.
Specifications and proposal forms may be obtained from the Purchasing Division, the City of Fond du Lac, Wisconsin 160 South Macy St., P.O. Box 150, Fond du Lac, WI 54936-0150. Proposals shall be submitted on forms supplied by the City of Fond du Lac and placed in bidder’s own sealed envelope marked “SHARED RIDE TAXI SERVICE”.
The City of Fond du Lac is exempt from all-Federal excise taxes and State of Wisconsin sales taxes. These taxes should not be included in the bid prices.
The City of Fond du Lac reserves the right to accept or reject any or all bids and to accept the bid deemed most advantageous to the city. The City of Fond du Lac may waive minor or immaterial errors in the bids or bidding procedure.
The intent of this service is to supplement the general public transit service to outlying areas of the City of Fond du Lac and Village of North Fond du Lac where fixed route buses do not travel. This Taxi service is to be open to the general public and collect a fare. The contractor must supply a turnkey operation for furnishing a complete satisfactorily operating taxi system.
No bid shall be withdrawn after the opening of bids without the consent of the city.
The contractor will be responsible for all Americans with Disabilities Act (ADA), FTA drug and alcohol testing, Disadvantaged Business Enterprise purchasing practice plus all other, state, federal rules and regulations including all applicable equal opportunity laws and regulations. Documentation of this effort is required. The Federal Transit Administration Master Agreement is applicable to this contract.
The city reserves the right to cancel any agreement if any unforeseen, undesirable, or unexpected conditions or events make it necessary or desirable. The outside service provider understands that such a reduction in level of service shall cause a corresponding reduction in contract price.
The city encourages Disadvantaged Business Enterprises to submit proposals.

Bid 20024-037 CLEANING TRANSIT VEHICLES AND BUS SHELTERS

NOTICE IS HEREBY GIVEN that sealed Proposals will be received in the City Administrative Office at the City/County Government Center (CCGC), 160 South Macy Street, P.O. Box 150, Fond du Lac, Wisconsin, until 3:00 p.m., CST, on June 17th, 2024. The project quantities includes but are not limited to the following described approximate quantities of work:

• To clean interior of seven buses, two service vehicles, and eleven bus shelters on a weekly schedule.

All Proposals shall be prepared on the Proposal forms provided in the specifications and shall remain attached thereto, and shall be addressed to City of Fond du Lac, P.O. Box 150, Fond du Lac, Wisconsin. Proposals may not be delivered by facsimile transmission or other telecommunication or electronic means. Each Proposal envelope shall be properly identified on the face thereof “PROPOSAL FOR CLEANING TRANSIT VEHICLES AND BUS SHELTERS, NO.2024-037”. No Proposal shall be withdrawn for a period of (30) thirty days after the opening of said Proposals, without the consent of the Deputy Procurement Officer. The City of Fond du Lac may reject any or all Proposals on any basis and without disclosure of any reason. The failure to make a disclosure shall not result in accrual of any right, claim or cause of action against the City. The City also reserves the right to waive any formalities or informalities in Proposing, and to select the Proposal that, in its opinion, will best serve the interests of the City.

Bid 2024-036 School Tripper Services

SEALED BIDS will be received in the office of City Purchasing, City of Fond du Lac, City-County Government Center, 160 South Macy Street, Fond du Lac, Wisconsin, on or before 2:30 p.m., CST, on June 17th, 2024 at which time bids will be publicly opened and read for the following item: Adjunct Seasonal Busing Services. Bids that are submitted on any other form as provided in this Request for Proposals may be considered non-responsive and will be rejected. Specifications and proposal forms may be obtained from the City of Fond du Lac Purchasing Division.
The intent of this bus service is to purchase School Tripper Busing Services as a supplement to the existing fixed route bus system. The school years would be 2024 to 2025, 2025 to 2026, and 2026 to 2027 school years. The buses may be scheduled during approximate 6:30 to 9:30 morning and 2:30 to 5:30 afternoon weekday public school transportation periods. The number of buses could also vary by seasonal ridership demand. Bids shall be based on a “per call-in” basis. A call-in would be approximately between the 6:45 to 8:45 morning and 2:45 to 4:15 afternoon times.
Each bus must be equipped with a quality passenger fare box and a communication radio tuned to the transit system frequency. Service is to be open to the general public and collect a passenger fare en route. The outside contractor must supply all equipment, personnel, liability insurance and be responsible for furnishing a complete satisfactorily operating bus system. The services will be conducted largely within the corporate limits of the City of Fond du Lac.
The outside service provider will be responsible for all Americans with Disabilities Act requirements (including wheelchair lifts on buses), Federal Transit Administration drug and alcohol testing requirements, Disadvantaged Business Enterprise purchasing practice plus all other local, state, and federal rules and regulations including all applicable equal opportunity laws and regulations in addition to all FTA regulations.

Request for Quote: Plant and Weed Control

The City of Fond du Lac, Construction and Maintenance Division is seeking hourly rate pricing to conduct plant and weed control on residential and commercial properties that are in violation of the City’s Municipal Code. The Construction and Maintenance Division is responsible for complaints received by the City regarding property owners who fail to maintain their properties, causing the excessive growth of noxious and invasive weeds as determined by Wis. Stat. § 66.0407(1)(b).
