Request for Bid: 2026-068 Police Department Renovation Phase 7.75
City/County Government Center (CCGC), 160 South Macy Street, P.O. Box 150, Fond du Lac, Wisconsin, until 2:00 P.M. CST, Wednesday, July 15th, 2026 at which time bids will be publicly opened and read aloud in the City Manager’s Conference Room, 4th Floor of the CCGC. The project quantities include but are not limited to the following described approximate quantities of work:
SCOPE OF WORK
• General Contractor to complete:
o Renovations and construction of north atriums.
• Mandatory pre-bid walkthrough scheduled for Wednesday, July 1st at 8:00 A.M. CST. Interested bidders must sign up in advance for the mandatory pre-bid walkthrough.

All bids shall be prepared on the bid forms provided in the specifications and shall remain attached thereto, and shall be addressed to City of Fond du Lac, P.O. Box 150, Fond du Lac, Wisconsin. Bids may not be delivered by facsimile transmission or other telecommunication or electronic means. Each bid’s outermost envelope shall be properly identified on the face thereof “BID FOR POLICE DEPARTMENT
REMODEL PHASE 7.75, NO. 2026-068”. No bid shall be withdrawn for a period of (30) thirty days after the opening of said bids, without the consent of the Procurement Administrator. The City of Fond du Lac may reject any or all bids on any basis and without disclosure of any reason. The failure to make a disclosure shall not result in accrual of any right, claim or cause of action against the City. The City also
reserves the right to waive any formalities or informalities in bidding, and to select the bid that, in its opinion, will best serve the interests of the City.
No bid will be opened unless the “Bidder’s Proof of Responsibility” for 2026 is filed and approved at least (5) five calendar days before the scheduled time for opening of bids. Reference is made to Section 66.0901(2) & (3) Wisconsin Statutes. The Director of Public Works decision as to qualifications shall be final.
Bidder’s Proof of Responsibility can be obtained from www.fdl.wi.gov/administration/purchasing/. Each bid shall be accompanied by a certified check, or bank draft, payable to the City of Fond du Lac, or satisfactory bid bond, in the amount of 5% of the gross bid as a guarantee that if the bid is accepted as the successful bid, such successful bidder will execute and file the proposed contract and performance
bond within ten (10) days after notice of award of contract.

The Fond du Lac WTRRF located at 700 Doty St. is requesting proposals from qualified electrical service contractors to provide preventive maintenance, inspection, and testing services for medium-voltage (MV) and low-voltage (LV) electrical equipment, including metal-clad switchgear, switchboards, protective relays, power circuit breakers, instrument transformers, and related components. Request for Bid: 2026-060 2026 PRIVATE LEAD SERVICE LINE REPLACEMENT
**THIS IS A REBID OF THE BID NO. 2026-052 PROJECT THAT NOW INCLUDES AN EXTENDED COMPLETION DEADLINE INTO 2027**
NOTICE IS HEREBY GIVEN that sealed Bids will be received in the City Administrative Office at the City/County Government Center (CCGC), 160 South Macy Street, P.O. Box 150, Fond du Lac, Wisconsin, until 2 P.M. CST, Friday, May 22, 2026, at which time Bids will be publicly opened and read aloud in the City Manager’s Conference Room, 4th Floor of the CCGC. The project quantities include, but are not limited to the following described approximate quantities of work:
Replacement of 223 lead or galvanized service lines, including approximately 9,000 linear feet of HDPE water service installation using trenchless methods on private property, interior plumbing reconnections, sidewalk replacement, turf restoration, and related miscellaneous work.

Any Contract or Contracts to be awarded are expected to be funded with assistance from the Wisconsin Department of Natural Resources Safe Drinking Water Loan Program and is subject to all applicable state and federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including Women’s and Minority-owned businesses, are encouraged to submit Bids for this Project. This Project will be designated as federal equivalency.
Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions. The successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts.
This Project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this Project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
