Request for Bid: 2025-039 Public Tree Removal

NOTICE IS HEREBY GIVEN that sealed bids will be received in the City Administrative Office at the City/County Government Center (CCGC), 160 South Macy Street, P.O. Box 150, Fond du Lac, Wisconsin, until 2:00 P.M. CST, Thursday, March 6th, 2025 at which time bids will be publicly opened and read aloud in the City Manager’s Conference Room, 4th Floor of the CCGC. The project quantities includes but are not limited to the following described approximate quantities of work:

SCOPE OF WORK
The work shall consist of removing approximately fifty (50) trees with stumps and approximately three hundred fifty (350) stumps only from the parks, terraces or other public lands. Some trees could be 90’ in height. Average stump will be approximately 20” in diameter with a range of 4-44” in diameter.

All bids shall be prepared on the bid forms provided in the specifications and shall remain attached thereto, and shall be addressed to City of Fond du Lac, P.O. Box 150, Fond du Lac, Wisconsin. Bids may not be delivered by facsimile transmission or other telecommunication or electronic means. Each bid envelope shall be properly identified on the face thereof “BID FOR 2025 PUBLIC TREE REMOVAL, NO. 2025-039”. No bid shall be withdrawn for a period of (30) thirty days after the opening of said bids, without the consent of the Deputy Procurement Officer. The City of Fond du Lac may reject any or all bids on any basis and without disclosure of any reason. The failure to make a disclosure shall not result in accrual of any right, claim or cause of action against the City. The City also reserves the right to waive any formalities or informalities in bidding, and to select the bid that, in its opinion, will best serve the interests of the City.

No bid will be opened unless the “Bidder’s Proof of Responsibility” for 2025 is filed and approved at least (5) five calendar days before the scheduled time for opening of bids. Reference is made to Section 66.0901(2) & (3) Wisconsin Statutes. The Director of Public Works decision as to qualifications shall be final.

Each bid shall be accompanied by a certified check, or bank draft, payable to the City of Fond du Lac, or satisfactory bid bond, in the amount of 5% of the gross bid as a guarantee that if the bid is accepted as the successful bid, such successful bidder will execute and file the proposed contract and performance bond within ten (10) days after notice of award of contract.

Bid 2025-022: Fire Station 3 Apparatus Room Overhead Doors

Box 150, Fond du Lac, Wisconsin 54936-0150, until 2:00 PM., C.S.T., on Wednesday February 5th, 2025 at which time bid will be publicly opened and read for the following work:

The rehabilitation of a single-family house located at 103 3rd St., Fond du Lac, Wisconsin, to include a bid by a general contractor or sub-contractors for the following listed items and more:

Siding removal and installation, trim cladding work as spelled out in specifications. The specifications and contract documents may be obtained from the Community Development Department Office, 160 South Macy Street, P.O. The rehabilitation of a single-family house located at 175 Gillett Street, Fond du Lac, Wisconsin, to include a bid by a general contractor and/or sub-contractors for the following listed items and more:

Exterior siding, roofing, metal work, front and rear porch replacement, interior finishing which includes; new kitchen and bathrooms cabinetry and fixtures, some drywall and finish work, painting, all new flooring, new interior/exterior doors, interior trim work, plumbing, electrical and HVAC. Project includes construction of new garage and concrete flatwork. Any Contract or Contracts to be awarded are expected to be funded with assistance from the Wisconsin Department of Natural Resources Safe Drinking Water Loan Program and is subject to all applicable State and Federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including Women’s and Minority-owned businesses, are encouraged to submit bids for this Project. This project will be
designated as federal equivalency.

Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions. The successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts. Bidders shall comply with President’s Executive Order 11246, Equal Employment Opportunity as amended.

This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11,
